ok so, i wasn’t sure where to start with this theory, so i’ll do it in the order that i realised it
first off, on control point maps, such as nepal and ilios, the spawn rooms look like this:
which is pretty obviously some kind of overwatch aircraft. but - both teams’ spawn rooms are identical. both teams spawn in these overwatch aircrafts. why would overwatch be sending two ships of their own agents to fight each other? not only that, but a voice line from athena on ilios from within the spawn room says “over the past week talon activity has been detected in the area.” but. that’s clearly not talon??? it’s an overwatch aircraft and they’re fighting other overwatch agents!!!
now, let’s get to how sombra is involved, and we’re gonna go way back to the very first animated short: recall. if you watch this part of the short (after winston beats reaper and gets back to the computer, apparently shutting down the virus), winston actually looks surprised, and afraid, when athena’s screens go black.
that doesn’t look like the face of someone who has just successfully shut down a virus. and then athena returns with a suspiciously calm “virus quarantined.”
we already know sombra must have some hacking/technical prowess, we can deduce that much from the arg. we also know that sombra is affiliated with reaper. so it’s very likely that sombra was the one that created the virus reaper used in recall. which ended on 98%:
and then the percentage on amomentincrime.com began at 2% - the 2% remaining on the above screenshot. and one of the encrypted messages in the arg was “You seem to be very interested in these “heroes”. Maybe interested to know some details that I found out about them?” details that she would know by having complete access to athena’s systems!
tldr - sombra has had control over athena since the “recall” short and is using her to sabotage overwatch from the inside.
Houndour is a puppy and is incapable of performing such heinous acts due to it being a pup and not having thumbs

If you do not report your taxes, then you have committed tax fraud. The sheer fact that houndour cannot submit their taxes means that they have committed tax fraud
