Actually, I thinkit’s that they regenerate into different bodies but each body is still gallifreyan which looks very much human on the outside but has different anatomy on the inside like two hearts and different coloured kidneys.
That doesn’t change the fact that he’s been 13 skinny white guys in a row. Even if he has to look human, the laws of chance pretty much forbid that.
