Answer: sort of!
Presumably, the Irken started out as a pure organic species. Neither the series nor the extensive Word of God commentary has confirmed their early history/how they became what they are now. But their present society is dystopian as hell.
Irken young, called Smeet, are gestated by machines Brave New World style, in giant factories under the surface of their homeworld. Once they hatch, the have a PAK surgically attached to their spine within seconds. The PAK wires itself to their nervous system and downloads the sum total of Irken knowledge to the Smeet’s bio-brain.
PAKs serve as auxiliary brains, storing all of the Irken’s memories/knowledge, their personality, and their ‘social role’. Everything about them is hardcoded into them by their PAKs, to the point that any generalization about Irkens as a species is debatable at best- reprogram the PAKs, reprogram the species.
Who runs the PAKs? The Control Brains, which are genetically engineered super-Irkens who maintain the sum total of all Irken knowledge, and make any and all important decisions about the Irken Empire. They are capable of rewriting the PAK of any Irken they can connect to to rapidly chance their social function/their personality. The Control Brains also do ‘existence assessments’ where they determine if an individual Irken is valuable and if they decide no, they ‘delete’ that Irken- driving them insane and killing them instantly.
(PAKs do a lot of other stuff. If they’re disconnected from their host and can’t reconnect, they’ll hunt down another body and implant themselves into it- and then ‘install’ their Irken’s personality into the new body. Although it kills non-Irkens when it does this. Supposedly they also circulate blood for their host, but that one’s debatable.)
Honestly the Irken were such a cool concept, it’s a shame the show was cancelled.
This crap is why Irkens are my favorite Sci-Fi species, no question.

I’ll elaborate on that one. I personally don’t enjoy any of the 2D ones, including Mania. Even Generations, which would otherwise be the best one, is marred by half the levels being in 2D.
As a kid, Sonic Unleashed was my favourite, but I replayed it on stream just recently and I hated how many medals you have to collect just to unlock the next level.
Old 3D ones like Adventure, Adventure 2, Heroes are alright as long as you’re playing as Sonic/Shadow/Team Sonic, and annoying otherwise.
Sonic Forces isn’t fantastic but it at least isn’t as janky as the old games and all the levels are focused on simply going fast. And I enjoyed making my OC.
