The collar has no real history. I use it more as a visual cut off point for his neck. Honestly, of I was to give it a history, he probably got it from Celestia or something after pulling a prank.

it could convert his abilities from a passive one to an active one. like without it everything would change around him without him having to do anyhting but with it on he has to actually exert at least a small amount of effort to use his powers.

So my high school’s drama club did The Bad Seed, a play about a child who brutally murders people. Later, the girl who played the part of the murderer was cast as a gay character and she refused to play the part because it “went against her morals”
