Roy literally doesn’t know how to flirt with women but its okay because his wife loves him anyway
I always liked to think that Roy never had to try and flirt with women because they were all more or less throwing themselves at him (from what we saw in the animes.) So when it came to Hawkeye and he actually WANTED to flirt with her it was awkward and lovely and like “Hey you know I’m a state alchemist.” “Yes sir you had me polish your pocket watch last night.”
