civilians trying to shoot a shooter is a bad idea because most people arent trained in guns and will likely miss and can risk hitting another civilian. unlike the original shooter, the civilian with a gun has to worry about hitting other bystanders. Not to mention when the cops show up and see two or more people with guns surrounded by dead bodies, they arent likely gonna ask questions.
bystanders having a gun in the event of a shooter just results in mass confusion and puts even more people in danger.
