Of course it’s not possible. Either the road goes slightly downwards or he took enough momentum before starting to film.

Or the fan’s not doing all that much, and it’s just ambiently windy enough to pull him along in the first place.

That said, technically it wouldn’t be impossible. These aren’t ideal conditions, so we’re not getting an equal an opposite reaction that textbooks use to say this wouldn’t happen. It’s not efficient, but the umbrella actually does redirect some of the airflow backwards as well to help overcome the blast of the fan, so you get an effect like so:

Check out this video that conducts this exact experiment. Level surface, no initial movement. It actually behaves just like above.

You’re using more power than necessary, though, and it’ll go slower than just pointing the leafblower behind you. 

Yeah, they did something like this on Mythbusters too and were surprised that it worked.
