The thing that everyone needs to remember is that when we see stuff like this, the one event that makes the news usually indicates a lot more - the responses since already told us it was far from an isolated incident and god knows how many decades of police complaints probably were disappeared or sat on:

So how many people had to make how many decisions to keep protecting violent racists?

This is what we mean when we say shit is systemic.
