I think that they’re leftovers from when Greg was still in a band because in the clip the merch table is set up with a few of what look like folded red shirts with the stars on them.

A bit of further proof could be that he wore one himself in Winter Forecast

Maybe Steven has so many of those shirts is because Greg just let him have all of the leftover stock of them because they never sold. And he doesn’t grow out of them because he’s got access to almost every size as he grows up.
