I can 100% guarantee you that is not what the dog is trying to do. It’s trying to bury the fish with the water to hide it so it can eat it later. It’s instincts are telling it that the food has to be buried and hidden because it knows it won’t be able to eat the whole thing in one go. There’s no dirt around to cover the food, but its brain is telling it to try and hide it with something before someone else comes along and tries to take it. It’s just like when dogs try to bury their treats in blakets/pillows by pushing them with its nose. Or how wild dogs will do the same thing for the same reason. Anyone that thinks that dog is trying to do anything to ‘save’ the fish does not understand dogs or how they think or function.
