The placement of the symbols has meaning
This was the wheel in the first episode and what Gideon used to summon him the first time

This is the wheel as Gideon drew it in jail to gain control of his father

This is the one that ford tried to use against bill

So here is what I think.
The first wheel is to bring him into this realm in a nonphysical form
The second wheel is to just speak and make deals with him wherever he is without summoning him
The last wheel is to seal him away should he end up passing into the physical realm.
