What was it that made Ghandi so special again? Wasn't it like his peace was so high it rolled over into the negatives?

Exactly. 

So the original system was set up so that Ghandi had 0 aggression. Now the system was set up so that when they reached a certain milestone, aggression rolled back 2. Well, in old computer days, this had it roll back to 998. That was 998 on a scale of 10. This means Ghandi was BEYOND aggressive. 

The developers thought this was so funny, they purposely set it up so this happens in ALL games, even when they could have fixed it.

That’s not entirely true. It’s mostly true but not entirely true. The limit is 255 because after that it rolls over to zero. It was popular in games for the longest time to make it so that 256=0 whenever programing statistics into the game to save space. Hell, mario 64 does this with the coins when counting after beating the level. If you were to glitch infinite coins, it would keep rolling over after 256 increments so even if you got 999 coins it would only register as 239 coins when you save the high score.
