My favorite part about that line is that it implies that Gilderoy Lockhart was a more competent teacher than Dolores Umbridge. And that may be the biggest insult in the entire series.

Even the person with lord fucking voldemort on the back of his head was more competent than umbridge. Even a murderer who escaped azkaban and traumatized students by using all three death curses was more competent than umbridge. Even a sham who took credit for several other people and whose only real spell is an amnesia charm is more competent than umbridge. I’m gonna neglect using the werewolf as an example since he actually was a very competent teacher. Probably the most competent in the entire series.
