Nani is so important with how she validates Lilo and lets her have some autonomy in her life. So much of their lives was taken out of their control, and so any modicum of agency she can give her little sister matters. This tiny bit that, yes, funny is such a big character developing moment because when you add all of them up, it matters.
Character developement doesn’t always have to be major events.
