Well, take a look at Vaud here. That plushie used to be a draconequus. And that’s Scraps real power. Scraps and Discord are about equal level’d in power. The main difference is that Discord is older and wiser, and capable of more. While Scraps has so much MORE power and he keeps it where he knows it. 

A good example is Sasuke and Naruto. Sasuke from the series is smarter, more clever, and a better student than Naruto. Naruto on the other hand is really good at only a few things, but branches out from there. 

Scraps is really good at transformation magic. He turns others into plushies and toys. He could turn Discord into a plushie/toy if he got the chance, and even the Princesses. 

The difference is in practical spell casting. Like say… Star Butterfly from Star Vs the Forces of Evil.

Star doesn’t even know a basic levitation spell. But in comparison she has some really powerful combat spells. Same kind of concept with Scraps. He is insanely powerful, but he doesn’t know basic spells. He knows playful and chaotic, like a game of Calvin Ball, but if you asked him to cast a seal, or start a fire, or levitate and apple across the room, he’d do anything but. He’d probably turn something into a plushie, or what not. 

also there could be the whole “green belt is more dangerous than a blackbelt” kind of situation where because he’s much less experienced and has significantly less control and restraint.
