Why do I feel like in this AU Icarus would be an extremely lazy yet effective intern?

I feel like Irrv and the kobolds would be the endearing, But ultimately ineffective villain group like team rocket. Trying constantly stop halt the collective in their efforts so more monster habits can be made. They are no where near the real villains of the series, and fail more often than not.
