dragons need vast hoards of wealth to pay the toll into the draconic afterlife when they pass so that they can become dragon spirits or meld into the land in which they lived in (the latter is why theres dragon shaped caves)
without their vast hoards the dragons would be trapped as angry ghosts in constant pain trapped in the mortal realm.
