Hot take: Holt’s husband knew that Holt would not care in the slightest if he sent candy; however, Kevin chose candy specifically because he knew the squad would eat it and then frantically fill it with supplies from around the office, which he knew Holt would love even more.

He did this so that Holt, who he loves dearly, would get a basket of things he loves while also unnecessarily stressing out the squad

The one he loved would get things he loved from people that loved him on two levels. Kevin, and his team.
