People saying “oh the covid cases are only increasing because they’re doing more tests”

Except I found this today:

“In One Month, Oregon Sees a Fivefold Increase in Weekly COVID-19 Cases The percentage of cases coming back positive is 5.3% in the last 7 days, up from 2% a month ago.”

They’re not counting by number of results, they’re counting by percentage of results, it doesn’t matter if they’re doing more tests or not, the percentage is what matters here. Doing more or less tests won’t really change that percentage.
