For the record, this is apparently the result of someone misinterpreting the Unicode reference art without looking at the description sheet.  Here’s the reference art for this particular emoji:

Whomever interpreted this emoji for Android 4.4 apparently thought that this was a heart covered in beard stubble rather than shading dots.
