Underrated moment of New Vegas is when this dude is almost killed for his star bottle caps, only just manages to defeat his attacker and then, without a single reflexive notion in that vacuum chamber between his ears, immediately tells the first person he sees (you) about the star bottle caps he was, only picoseconds ago, almost killed for.

As he’s one of the dumbest characters in the wasteland, it’s not even moral dilemma whether you kill him for the caps. He’s going to be killed for being king Himbo of Vegas and you might as well be the one to loot the star bottle caps.
