The reason why this is happening is because decades of privatization of the health sector here has essentially crippled any and all efforts to roll out coordinated immunization. Stocks of vaccine just sit in freezers and expire because the infrastructure to treat people doesn’t exist anymore

The systems we had to mass immunize 6 million people in less than a month 70 years ago no longer exist, and have been replaced by one that ensures only the affluent get vaccine
