I’d imagine at first. When the Koopalings first came under Bowser’s care, they were known for being trouble makers; stealing, making a racket, the whole debacle with that wedding. They were worried they’d pretty much do the same in the castle and often avoided them like the plague, even if the kids were given chores to help the staff with their jobs (Bowser’s way of “punishment”. I’d imagine he’d pay them for their time in the castle too to dissuade them from stealing and for… you know. Actually working).

Kamek caught wind of it before Bowser did (maybe one of the Koopalings heard what one of the staff members said about them and Kamek saw them upset about it) so he set the staff straight immediately. So at first, a good portion of the staff stopped their gossip and overall reluctance toward the Koopalings because they were told to.

Eventually though, they actually came to like the kids’ presence; they obviously brought the king’s spirits up and gave him some hands-on experience with kids before Jr hatched. He had just as positive an impact on them; they weren’t nearly as troubled as they had been when they were first taken in, they seemed happier and even began engaging with the staff outside of just working, especially after Bowser declared their “sentence” up and them being free to go if they so chose.

Actually, this gives me an idea on how Bowser comes to adopt them, as in the moment he asked them if he could.

ANYWAY! TL;DR: At first they were reluctant and displeased with having “street rats” in the kingdom in fear they’d cause them trouble, but that soon changed to them coming to care for the kids the more they spent time with them. :)
