Maybe he adds stairs for accessibility purposes for Nurse Joy in MSB and the other Pokemon in MR and Pokemon Journeys? But like, in the most dramatic fashion possible because he’s Drama Incarnate.
they were absolutely done for a dramatic entrance or exit because those stairs are very impractical in that main hall XD
he doesn't even use them, he just wanted an excuse to curve them around a big spotlight
he likes spiral staircases because they look like DNA
