Actually, giabonni just wanted the ultimate pokemon, mewtwo. He wanted to clone the ancestor of al pokemon and make it better. But mewtwo had escaped. Then he sent out to stop him by first obtaining the silph scope so that he can catch a ghost pokemon because psychic is weak to ghost.
