That was explained by toriel. Asgore was too much of a coward and let his people live in darkness for who knows how long. he was straight up a coward.

Also, repeats wouldn’t have mattered they need jsut six souls. Not six souls of different vitues.

Also, the souls linger after death so all asgore had to do was absorb the first soul and cross the barrier. Then take the souls needed from recently passed. he could just waltz into a graveyard in a large cloak and take what was needed.

Alphys has a machine to extract determination from souls. She then synthesized new determination for experimentation. The other six children it’s unkown how they died.
