The prophecy says it represents either the angel that will free all the monsters or the angel that will kill all of them. in true end, Asriel become the angel and killed absorbed the souls of all the monsters in the underground but then used his power to set things back to when they were alive and then used his power to break the barrier.
The delta run wasn’t the angel that frees or kills everyone. It’s the angel that kills and frees them all.
